
A new European Union vehicle safety rule is likely to change not only how cars are built, but also how they are repaired, inspected and discussed by privacy-conscious drivers.
From 7 July 2026, all new passenger cars and vans registered in the EU must include advanced driver distraction warning systems as part of a wider General Safety Regulation package. The wider package also includes pedestrian and cyclist emergency braking, improved forward vision, worn-tyre testing and measures intended to protect vulnerable road users.
The distraction-warning requirement is often described as a "driver-facing camera law", but that shorthand can be misleading. The regulation requires vehicles to detect visual distraction and alert the driver, not to identify the person behind the wheel. Under the technical rules, the system must help the driver keep attention on the traffic situation and issue a warning when distraction is detected.
The timing thresholds are precise. At speeds between 20 km/h and 49 km/h, the system must warn the driver after no more than six seconds of prolonged distraction. At 50 km/h or above, that maximum delay falls to 3.5 seconds. The alert must include a visual signal and either an audible or physical warning, such as a sound or vibration.
Privacy is central to the design of the rule. The EU framework restricts the use of biometric data and states that information needed for the system must remain within the vehicle and be deleted after processing. That distinction matters because some reports have suggested mandatory facial recognition, whereas the legal focus is on detecting distraction, not naming or profiling the driver.
For the motor trade, the rule has practical consequences. More vehicles are expected to carry cameras, infrared sensors and control modules around the steering column, instrument panel, windscreen or rear-view mirror. Repairers will need to identify these systems during blueprinting and follow current manufacturer procedures before removing, replacing or calibrating nearby parts.
The safety argument is straightforward: distraction remains a major crash risk, and regulators want technology to intervene before a glance becomes a collision. The challenge will be earning public trust while proving that the systems are genuinely protective, proportionate and private.
